It is a very common practice in India to see a government department digging open the freshly hot-mix carpeted roads very next day.
The one-km road called Old Birla Road, linking NH17A near Chicalim Village Panchayat Office to NH17B near Bogmalo Road junction has been a victim of such a lack of inter-departmental coordination.

This road was in a very bad shape due to constant digging by different government and private agencies and was supposed to be hot-mixed in March last year.
The machinery was kept ready by the contractor but suddenly a nationwide lock down was declared. After the relaxation of lock down, the contractor moved his machinery to another site. Now for last three months, this road is being dug open haphazardly by ONGC to lay gas pipeline, thanks to lockdown or else crores of tax payers’ money would have gone into the trenches.
The work is going on at snail’s pace and the monsoon at the door step one can imagine how safe will be using this road to drive and even to walk on.
The government should have given priority to projects like extension of sewage treatment plant facility to rapidly developing Dabolim area where hundreds of mega projects are leaving their sewage water either in natural resources or in open rain drains and the crime has been overlooked by the concerned departments.
