Villagers say that the problem of stray cattle has become acute ever since the government has mechanised agricultural activity. Keeping animals for agricultural activity is neither needed nor profitable so farmers prefer to abandon the poor animals who keep loitering around creating a nuisance.
In the past, farmers used to take care of their cattle. Every household had a cowshed and animals were taken care of.
The cattle menace is often debated at gram sabhas of every village panchayat. However, to date, none of the panchayats has taken this issue seriously. Pernem doesn’t even have a cattle pound to keep stray animals, said a villager.
According to the sources, the Pernem Municipal Council has a shelter for abandoned cattle. However, due to budget constraints and lack of manpower, it is inactive for a long time.
