MAPUSA: Two FIRs may have been filed against Bardez Mamlatdar Rahul Desai but it’s important to understand the alleged role he has played to giving official support to the loot and grab of the land of innocent Goans.
The Mamlatdar of any taluka plays the main role in the mutation process of landed property in his/her jurisdiction. However, in the land grabbing cases which are highlighted or have come to light so far, it is learnt that Bardez Mamlatdar went out of his way to illegally expedite the mutation process beyond imaginable time periods.

Herald’s conversations with those investigating the cases and others following them, revealed that in most cases, the culprits have given wrong addresses, as a result of which the mutation notices never reached the original owner while in some cases the culprits have given their own address which they never accepted as a result, the objection for the mutation were never filed and the process was completed.
In the process of mutation, the application for mutation is filed followed by which the Notice under section X is issued by Mamlatdar to be served by registered AD. Further applicant files application for publication of notices and then the Mamlatdar issues publication notice. Later the notices are published in the newspaper and if there is no objection, then the mutation proceedings are completed.
But in most land-grabbing cases, the whole procedure has been manipulated.
In one case, the mutation was done in a world record time of 3 days.
In this case, the Application for mutation was filed on 28/2/2022 then notice under Section X is issued by mamlatdar on 1/3/2022 to be served by registered AD.
On the very same day (dated 1/3/22) the applicant wrote to Mamlatdar stating that Reg. AD has come back with an endorsement that parties are not found at the address. It effectively means that on the very day that the Mamlatdar issued a formal notice that a notice be sent by registered AD to the address of the property, to check if there are any objections, the applicants (read the suspected landgrabbers) stating that no parties (original owners) were not found at the address.
On 2/3/22, the very next day the Mamlatdar issued a publication notice in a newspaper post in which the mutation proceedings were completed. In this case, the mutation was completed in three days which made it clear that the Mamlatdar in connivance with the culprits manipulated the mutation process.
While if a common man files an application for mutation, it takes a year sometimes more than a year to get the mutation process completed after making several visits, however in most cases of land grabbing, the mutations are completed within three months period, some even in a month while in some cases, the mutation process has completed in three days.
