NEW DELHI: The Goa government will get an opportunity to press for a separate state cadre of the IAS and IPS officers at a meeting of the personnel secretaries of States called here on Friday for revision of rules on allocation of the cadre officers to various States.
The new rules are proposed to be implemented with the 2015 batch of the IAS officers whose cadre has to be finalised by this year end. A total of 150 officers are undergoing training in this batch and their allocation to the states will be based on the new formula to be finalised in Friday meeting on the quota of each district.
The Department of Personnel & Training (DoPT) sources said maximum number of officers would be allocated to the states having acute shortage like West Bengal having 150 vacancies, Uttar Pradesh 115 and Bihar 112. They said the meeting has been called to assess the ground reality in each state and tackle the problem faced by the Centre in the states not relieving their officers for the central posting.
Since the time of being a union territory earlier, Goa is administered by the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre IAS, IPS and IFS (Indian Forest Service) and repeated efforts of the State in the past did not yield any result to have a separate Goa cadre.
Goa had made two representations in 2011 and 2014 for a separate cadre of the all-India services, but they remain just “under consideration” and hence it can press for a decision in the meeting convened here on Friday. Goa already has 38 officers of the all-India cadre that makes a fit case for the State to have own separate cadre.
