MARGAO: The Goa Pradesh Congress Committee has informed the State government that the Education Department circular and the subsequent revised one by Assistant Director pertaining to midday meal have created chaos in schools.
The Congress has demanded that the circular be withdrawn and the Director of Education be punished for violating the Disaster Management Act.

Congress said the circular dated March 26, 2020, circular number; DE/VOC/WP/SC/2020-21/628 by Education Director Vandana Rao stated that parents of the students from respective schools in their talukas should submit the bank details such as account number along with IFSC Code under the Midday Meal Scheme.
The circular was revised again. Dated April 29, 2020, the circular number DE/VOC/WP/SC/2020-21/10 by the Assistant Director Manoj Sawaikar sought additional details such as name of the bank, branch and MICR Code. “This circular is incorrect and has created a chaos in all the institutions as the teachers have already finished collecting the details of the students according to the circular dated March 26, 2020,” said Congress spokesperson Vithu Morajkar.
“It was witnessed that parents along with students gathered in schools to provide the details without maintaining social distancing. The teachers have been slogging it out during the lockdown. They are serving the nation by going on surveys to ration shops risking themselves. The Director of Education Vandana Rao should leave her air conditioned office and go to the ration shops and experience the hardships and risk the teachers face,” Congress charged.
“It is seen that there is no coordination between the Director of Education Vandana Rao and assistant director Manoj Sawaikar in taking decisions. Rao has violated the Disaster Management Act of 2005. She is punishable for completely overruling the guidelines of the Ministry of Home Affairs and should be punished under Section 188 of the IPC,” the party demanded.
