WHAT LAW AUTHORISES PANCHAYATS TO ORDER LOCKDOWNS?
Goa on Saturday crossed the 500 mark in COVID-19 positive cases. Did the government visualise this when it was patting itself on the back that it had managed to keep the State a green zone with zero active cases? Possibly not, for though it had the time during the lockdown to create the infrastructure to meet any possible eventuality that the novel coronavirus might throw its way, all it did was create the COVID hospital with a bed capacity that had to be extended as cases rose.
