Halwai was addressing the press about a murderous attack on him the previous day when the accused approached him from behind and garlanded him with slippers and then told him that he has no right to address the press being a non-Goan. He then sprayed ink on his face, and clothes, when media cameras were rolling and he was addressing the press.
