RGP MLA Viresh Borkar has raised strong objections to the Goa Land Revenue Code (Amendment) Bill, 2025, during a recent Assembly session, asserting that the proposed legislation disproportionately favors migrants at the expense of native Goans. Borkar argued that the amendment introduces provisions that grant migrants holding as little as 100 square meters of land eligibility for an additional 400 square meters. In contrast, Goans who currently possess more than 400 square meters of land are set to lose their protected ownership rights, marking a significant reversal in long-established land tenure safeguards.
Borkar criticized this provision as deeply unjust and detrimental to the interests of Goan natives. He emphasized that the legislation undermines the security of ancestral land holdings, a source of cultural heritage and community identity for many native families. This shift, he warned, threatens to disrupt the social fabric by eroding long-standing protections that have historically preserved Goan land from encroachment and speculative acquisition.
