The Goa Tourism Department has issued a directive requiring all hoteliers, guesthouse operators, and other accommodation providers, including Airbnb hosts—to comply with the TIME (Tourists Information Management Enterprise) software for monthly data submissions and C-Form filing for foreign tourists.
The department stressed that accurate data submission is mandatory, warning that failure to comply could attract fines, sanctions, or even suspension of operating licenses under Rule 17 of the Goa Registration of Tourist Trade (Amendment) Rules, 2022. Officials said that the TIME software is a critical tool for monitoring tourist inflows, ensuring compliance, and streamlining reporting for authorities.

Hoteliers have been urged to act promptly to avoid penalties. The department has also set up a 24×7 helpline (1364) to assist accommodation providers with registration and submission issues.
“Accurate data is essential for Goa’s tourism planning and safety management. All accommodation providers must ensure timely and correct submissions,” the release stated.
The advisory includes instructions for monthly reporting of guest arrivals, capturing details such as nationality, stay duration, and purpose of visit. This data helps the Tourism Department monitor trends, ensure regulatory compliance, and improve services for international visitors.
Goa’s tourism sector has seen a resurgence in foreign arrivals in 2025, following relaxed travel restrictions. Authorities say the TIME software will help maintain transparency and accountability while supporting data-driven decisions for tourism promotion and safety.
With the advisory, the department aims to standardize reporting across all types of accommodations, from hotels and resorts to homestays and rental units. Operators are reminded that repeated non-compliance could lead to legal action, including suspension of business licenses.
The release concluded by urging accommodation providers to complete their TIME software registrations immediately and make use of the helpline for any technical assistance, ensuring smooth compliance with the new guidelines.
