The Goa Town and Country Planning (TCP) Board has proposed designating more than 42.09 lakh square metres of land across the state as No Development Zone (NDZ) or Non-Developable Area. According to an Official Gazette notification issued on June 4, 2026, the proposal covers several environmentally sensitive regions, including Guirim, Cavelossim, Benaulim, Shiroda-linked areas and Tiracol.
The total area identified for protection stands at approximately 42,09,301.97 square metres. Benaulim in Salcete accounts for the largest share with nearly 12.4 lakh square metres, followed by Shiroda-linked villages with around 8.87 lakh square metres. Guirim in Bardez, Cavelossim in Salcete and Tiracol in Pernem also feature prominently in the proposal.

The identified lands include paddy fields, mangroves, khazan lands, orchards, water bodies and other natural ecosystems. Authorities have recommended these areas for protection to preserve their ecological significance and prevent unregulated development. Citizens have been invited to submit suggestions and objections within 30 days of the notification’s publication.
