n a first since the formation of NITI Aayog, all 28 Chief Ministers participated in the 11th Governing Council Meeting, marking a significant moment for cooperative federalism in India. The meeting, chaired by Prime Minister Narendra Modi at the Rashtrapati Bhavan Cultural Centre in New Delhi, was held under the theme “Inclusive Human Development for Viksit Bharat@2047.”
The gathering also saw the participation of Lieutenant Governors and Administrators from five Union Territories, making it one of the most comprehensive meetings of India’s federal leadership. Prime Minister Modi described the full participation of states as a major step towards strengthening Centre-State collaboration and said the vision of a developed India by 2047 can only be realised through collective efforts.

Highlighting India’s economic progress despite global challenges, the Prime Minister urged states to focus on self-reliance, renewable energy and the adoption of global best practices. He also emphasised the country’s demographic advantage, noting that nearly 70 crore Indians are below the age of 25 and stressing the need for investments in education, skilling and capacity building.
Modi called on states to make use of India’s trade agreements to create opportunities for youth and MSMEs while attracting greater investments. He also advocated women-led development, urging states to help increase the number of Lakhpati Didis from 3 crore to 6 crore.
The Prime Minister further highlighted the importance of One District One Product initiatives, defence manufacturing, water conservation, natural farming and tackling cyber fraud and drug abuse. He urged states to set clear short-term and long-term development targets and focus on ease of doing business, artificial intelligence, data centres and infrastructure to attract investment and accelerate growth.
