The West Bengal government is preparing to introduce a stringent anti-extortion law aimed at dismantling illegal levy collections and ending the longstanding “syndicate raj” across the state. Under the proposed legislation, extortion will be clearly defined as a distinct, punishable offence with strict legal penalties. A dedicated committee is being set up to draft the framework, classify specific offences, and establish rigorous penalty guidelines for perpetrators.
Addressing extortion was a core promise in the BJP’s election manifesto and campaign trail, with leaders assuring voters of swift administrative measures to curb organized collection rackets. State Panchayat Minister Dilip Ghosh emphasized that antisocial elements have hampered state development, scared off prospective industrial investments, and troubled local citizens for years. He stated that the administration is tightening law enforcement and warned that police personnel involved in extortion or aiding syndicate operations will also face severe accountability and legal punishment.

To facilitate reporting and support enforcement, the state government has already established a dedicated toll-free helpline for citizens and business owners to lodge complaints regarding illegal collection demands and syndicate threats.
The opposition Trinamool Congress (TMC) responded to the proposal with criticism. TMC MLA Kunal Ghosh questioned the necessity and effectiveness of the legislation, alleging internal disagreement within the ruling party and asserting that extortion activity remains widespread. Similarly, TMC spokesperson Riju Dutta remarked that any anti-extortion enforcement should begin by scrutinizing individuals close to top government leadership who face similar allegations.
Despite political debate, state authorities maintain that codifying extortion into explicit law, alongside penalizing non-compliant police officers, is an essential step toward restoring public order and building investor confidence in West Bengal.
