I run a very small boutique B&B, in my residence – 2 rooms. I registered for the first time in March 2012 and have been renewing this registration annually since then without much/any bureaucracy. This year I am presented with a Form-II (Rule 3), a 4-page form with a requirement for a ton of information and documents in support. To mention one requirement, a “copy of building plan as approved by the concerned Planning & Development Authority”. My residence is over 200 years old but they insist on this; others are Licence from the Gram Panchayat, copy of Trade Tax which is issued by the same Panchayat, ownership document from the same Panchayat and a bunch of other documents – some already filed in 2012 but required anew.
I have not had a single paying-guest for 3 years and those that were previously return-guests have moved South permanently. Why make a B&B with no activity suffer? Why pay all these annual fees/taxes? Why file all this archaic information and documents?
