Assembly summoned from July 15

PANJIM: Goa Governor Dr Mridula Sinha has summoned a session of the State Legislative Assembly from July 15. The three-week monsoon session will conclude on August 9.

“In exercise of the powers conferred by Clause (1) of Article 174 of the Constitution of India, I, Mridula Sinha, Governor of Goa, hereby summon the Legislative Assembly of the State of Goa, to meet at Assembly Hall on Monday, 15th July, 2019 at 11.30 am,” the Governor said in the notification issued on June 13.

The monsoon session is going to be the first test of the Dr Pramod Sawant government, that took charge of the State in March, as it will be the first full-fledged session that he will face as Chief Minister. 

In the 40-member State Assembly, BJP with 17 MLAs is the single largest party, while its allies Goa Forward Party and Independents are at three each. Congress has 15 MLAs, while MGP and NCP have one legislator each.

MGP that had supported the Congress candidate during the Speaker’s election, held on June 4, however, is yet to officially withdraw its support from the Sawant-led government.

The business of the House will be decided by the Business Advisory Committee (BAC) headed by Speaker Rajesh Patnekar.

The session will discuss the State Budget 2019-20, though a full-fledged Budget was not tabled in the House owing to the ill health of then CM Manohar Parrikar.
