Goa Police to get own manual

Retd SP Kurtarkar asked to draft the manual; 13 DySPs on ad hoc basis regularised, 15 to be filled through direct recruitment

PANJIM: After following the manual of Bombay Police since its inception, Goa Police will now have an independent manual, which will dwell on administration, investigation and crime.

The State cabinet, chaired by Chief Minister Manohar Parrikar, on Friday approved the drafting of the Goa Police manual. Former Superintendent of Police (retired) Om Prakash Kurtarkar has been entrusted with the task of drafting the manual, which is as per the provisions in the Goa Police Bill. 

Addressing media persons after the cabinet meeting, Parrikar said that four months have been granted to Kurtarkar to draft the manual. “We were following Bombay Police manual. Now we have decided to draft the State manual as per its requirement,” he said.

Parrikar said the government recently regularised 13 Deputy Superintendent of police (DySPs), who were on ad hoc basis and have advertised for direct recruitment to fill 15 vacant posts. 

“We will directly recruit DySPs as per rules and vacancies,” the Chief Minister said adding that even the Police Inspectors (PIs), who are eligible, can, apply for the post.

He said that direct recruitment is done as per the Recruitment Rules (RRs). There has been some opposition to the direct recruitment issue, and this may be taken up in Court.  

The government had initiated the process of filling 50 percent of DySP posts through direct recruitment with retrospective effect from 1998.
