Govt for PPP with specialised units to start organ transplant facility

Will start with kidney and liver transplant; Facilities for lung and heart transplant will come later

PANJIM: Focusing on entering into a Public Private Partnership (PPP) agreement for the development of the transplant facility at Goa Medical College and Hospital (GMC), Goa government is in talks with specialised organisations in organ transplant in Tamil Nadu and Karnataka.

Health Minister Vishwajit Rane said the State will initially start with kidney and liver transplant and would later extend the facilities for lung and heart transplant. 

Rane said the government is in talks with specialised organisations to strengthen GMC to set up the organ transplant facility. “For now, my focus is to ensure that the transplant facility resumes in GMC. We are in talks with top private parties in States like Tamil Nadu, Karnataka. These States have top organisations that will come in to help in building our strength with kidney transplant followed by liver transplant,” he said. 

He said that these States are into PPP agreement with top organisations and that Goa may also replicate it. 

“The organ transplant facilities at Tamil Nadu and Kerala are best in the country. They have tied up on PPP basis. I am also considering this type of arrangements, wherein they will bring in their expertise and help us strengthen our transplant programme in GMC,” Rane said.  

He reiterated that unless the transplant facility resumes in GMC, no private hospitals will be granted permission for transplant. 

Speaking about the super-speciality block at GMC, Rane said its foundation stone would be laid on December 19 by Chief Minister Manohar Parrikar. He said that the tender for super- speciality block at GMC would be opened by this month-end and by November-end, the work order will be issued.

He said that all the approvals required for the super-speciality block are in place and the Union ministry’s committee had conducted the inspection recently.

The minister said that the nephrology facility at GMC, which was set up during his earlier tenure as health minister, was currently lying unused. Government has appointed Dr Tiwari to head the nephrology department, who will be taking charge on November 1.

Govt to strengthen Cardiology Dept
The State Cabinet has approved the creation of ten posts in the department of cardiology, cardio vascular thoracic surgery and cardiac anesthesiology in Goa Medical College and Hospital (GMC). The cabinet has granted approval for one post each of senior consultant, consultant and junior consultant at a monthly remuneration of Rs 4 lakh, Rs 2.50 lakh and Rs 1.50 lakh each. The Cabinet also approved one post each of consultant and junior consultant at cardio vascular thoracic surgery section, who will be paid Rs 2.50 lakh and Rs 1.50 lakh each monthly. Similarly in the cardiac anesthesiology section, one post of consultant at a salary of Rs 2.50 lakh and two posts of junior consultants at pay of Rs 1.50 lakh have been created. The Cabinet also approved the re-designed pay structures of the existing consultants, senior consultants and junior consultants in the department. “Due to the rapid growth in number of patients seeking care at GMC in the field of cardiology, the current existing three consultants are burdened. They are performing 250-300 procedures per month in the cardiac cath lab,” the cabinet note states.
