One PDA but two types of land use plans

Over hundred discrepancies found in ‘obsolete’ Baga plan; Many old houses not displayed; Even khazan land, hilly and no development areas are not shown

MARGAO: The North Goa Planning and Development Authority on Wednesday adopted the Land Use Plan and Register of Baga area of Calangute village under the jurisdiction of Arpora-Nagoa Panchayat falling in Calangute-Candolim Planning Area. The decision was taken after nearly two years since the draft plan and register were prepared.

The decision has reportedly raised many eyebrows since the Land Use Plan is supposed to reflect the ground realities. Since the Baga plan is more than two years old and many authorised, as well as unauthorised structures have come up in the village since 2016, the plan is clearly obsolete. But that is not the only issue with the plan. The Land Use Plan of different areas within a PDA area should have a uniform legend, structure and format. Shockingly, the template and legend of the Land Use Map of Baga are reportedly very different from the Land Use Plan of Calangute village. 

For example, in the Calangute land use plan, if a plot has a structure, the entire plot is coated with orange colour depicting it as a settlement area. On the other hand, in the Baga plan, only the structure in the plot is coloured in orange and the rest of the plot is coloured white. Since the Outline Development Plan is dependent of the Land Use Plan, the difference in the Land Use Plan of Baga and Calangute will create complications when deciding the zones in the ODP.

Compared to the Margao Land Use Plan, there are even more differences. The Margao Land Use Plan which was adopted a few days ago shows the number of floors of each building. Such details are not mentioned in the Baga Land Use Plan.

Further, there are more than a hundred discrepancies in the Baga plan. Many houses, some of which are more than 100 years old, are not shown. Even khazan land, hilly and no development areas are not shown.

The Land Use Register is not prepared according to Form-A of the TCP Act. Even the zones shown in the land use plan are not in accordance with the notification under the TCP Act.

The Land Use Plan of Parra village is yet to be gazetted.
