Police gear up with inputs for draft manual

Manual to have well-designed structures and functions as per local requirements

PANJIM: With four months in hand to draft the crucial manual for the Goa Police, the department is gearing up to offer suggestions for well-designed structures and functions as per the local requirements.

“It will be a systematic and scientific compilation of a set of instructions for effective and efficient functioning of the system. A lot of discussions will have to take place wherein officers of various ranks are likely to be invited to give suggestions to the committee which will draft the manual. It would an exclusive document of Goa Police,” an officer said. 

Police sources said the committee, which will soon begin its sittings, will also look into the pattern of crimes in the State, local issues, local problems and the requirements, needs of the police department as per the situation prevailing in the State, infrastructure, etc while drafting the manual. “The draft will comprise of all the aspects so that the employees can refer to the manual as and when the need arises. We are hopeful to meet the deadline and submit the draft for approval,” he said. Goa Police that has no manual of its own has been following the Mumbai Police manual for decades.

Herald contacted Deputy Inspector General of Police Vimal Gupta for a comment but he declined stating, “It is too pre-mature.”

The State cabinet headed by Chief Minister Manohar Parrikar had decided that Goa will soon have its own manual for the police with retired Superintendent of Police Om Prakash Kurtarkar tasked to submit a draft within four months. “The State doesn’t have its own operating procedure and follows the Mumbai police manual. Now we have decided to draft the State manual as per its requirement,” Parrikar had said on Friday. 

It has been learnt through government sources that Kurtarkar’s appointment will be on a contract basis and he will be paid a consolidated remuneration of Rs 1.25 lakh. 

The decision of the Goa cabinet comes after the State received directions from the Union Ministry of Home Affairs to draft its own police manual in the absence which, it was getting difficult to fix responsibility and accountability of personnel in terms of their duties.
