The Goa Su-Raaj Party is happy that for once the CM has opted for strict enforcement of traffic laws as reported in the press. In this regard, this Party advises the following steps in the order of their importance.
Give the traffic cops including the SPs a refresher course on traffic regulation. It has been noted that traffic cops are mostly ignorant of the traffic laws. The only traffic offence they seem to know is to challan a helmetless rider.
Stop overtaking from the left and make it punishable offence as most accident take place for this one reason as drivers and riders are totally ignorant of this rule.
Mark all major trunk roads and city roads with arrows to indicate the direction. All one way roads should be marked with an X in red on white arrows to indicate one ways.
Arrow markings are important to indicate the riders and drivers to keep to the LEFT while taking a right turn. This has never been implemented resulting in traffic jams and accidents.
Any heavy vehicle letting out clouds of thick black exhaust should be challaned and the vehicle to be made road-unworthy until necessary repairs are made. This must be strictly enforced as most accidents happen when vehicles behind want to overtake to avoid being choked.
Vehicles Act bans power – multi-tone & musical horns. Most often the cause of accidents are attributed to indiscriminate use of this horns which unsettles other riders & drivers.
Speed breakers must be of uniform dimensions preferably 2m wide and 6 or 8 inches height at the centre with a gradual easy curvature. Most accidents take place because speed breakers are unmarked and are back-breakers.
Remove cattle and stray dogs from highways and from all roads. Penalize the owners. For this there should be an anti-stray animal- traffic squad fully equipped to execute tasks on the spot.
Potholes are a major cause of accidents. The PWD must have a special repair squads at taluka-level equipped with a truck or a mini-truck with hot-mix, a compressor driven compactor and a crew of two. This squad must register complaints and attend to them systematically.Road signages to be improved. National Highways must be rid of hoardings within hundred /fifty meters as directed by the High Court of Bombay.Engage Road Marshals to stop and educate errant riders/drivers.
Issue comprehensive TV/Cable TV advertisements detailing all the necessary traffic related information as a process of educating the public on traffic laws.Implement traffic signals universally in Goa. The lack of traffic signals is the most humiliating thing for a forward looking State like Goa which has earned No. 1 spot many a times.Solve double parking on narrow roads which is a major problem for traffic flow in cities.
There are many other things like indiscriminate honking, etc. In Goa horns are being used to wish passing friends and to even draw attention. It is a commitment of GSRP to make Goa a horn-free State in time to come.
