You need not retrench all the town planners, you can change their corrupt ways of working without touching a single one. You have a right to blame Congress government. Only blaming and keeping quite shows your weakness. Buy some time, draft operational rules and functions of the dept., train them and see that they abide drafted rules and regulations. Since you have the power in your hand to be supplemented by the BJP rule at the Centre. To do away with corruption, seems to be very easy.
