3-lane concrete road from Miramar to Dona Paula

Wake up, Goans, object and stop this huge waste of money on the proposed three-lane concrete road to replace the already built and perfectly okay four-lane road with divider that was recently hot mixed and tarred after putting a sewage line along the centre of one lane inconveniencing all of us who travel on it everyday. 
The GSIDC has given out a contract for over Rs 66 crores to replace this road by excavating it out and replacing it with a three-lane concrete road as recommended by the Chief  Minister as per their Master Plan for Panjim document drawn up by the consultants who seem to rely more on the CM’s suggestions than their own assessment.
Right now the road from  Bambolim GMC to Dona Paula is being broadened to make it four-lane with a divider and this for reasons best known to the PWD is being made a tar road as usual when if concrete roads are better and cost a fraction more as per the affidavit given to the court by the GSIDC, why is this new road not being made in concrete.
Further, the traffic will flow from Vasco, Margao, Bambolim to Dona Paula to proceed to Panjim via this four-lane road. In Panjim too past theKala Academy the road is four-lane with a divider. The road from Dona Paula to Miramar was four lane, only the road from Miramar to Kala Academy marked as four-lane and land acquired for the same was to be completed to make it all a four-lane road throughout as it was needed looking  at  the  increase in traffic. Instead because the former Chief Minister Manohar Parrikar had recommended this four-lane from Miramar Circle to Dona Paula is being reduced to three-lane which is  absolutely meaningless.
This road in concrete is like the gutter in concrete on the seaward side of this road on which the GSIDC spent Rs 1.36 crores before the court stopped this waste of money because nobody had asked for this unnecessary gutter.
Again why has the GSIDC given this contract for a Rs 66 crore concrete road, that too without the knowledge of CCP elected councilors. No resolution was passed to permit this concrete road so how can this construction be allowed.
I hope the courts take note of this and stop this work immediately before this huge amount of money is wasted, as was wasted on the concrete drain by the GSIDC before the courts stopped them. And all those accountable for this should be punished and the money necessary to do the repairs recovered from them.
