Kindly paint the speed breakers please!

In India there is no dearth of speed breakers. There are  natural and live speed breakers in the form of  bovines, canines and porcines. They need no regulation but only respect or you can meet any fatality. 
Now, as far as the so-called man made speed breakers  specially on the interior roads and unfortunately on the NH  which are left to the mercy of nature and the daily wear and tear they suffer by the heavy traffic.  When they were erected at the very first time they were painted as per the international protocol, but later on, left alone to face the fury of nature and traffic. 
More often than not, speed breakers were erected only after the consequences of severe vehicular accidents claiming several innocent lives in the form of young school going children crossing the roads and a classical example is that of Sanguem taluka. I don’t say speed breakers are not good. They are mandatory at certain special  intersections so as to slow down the speed thus saving precious lives from accidents and mental agony for both the RTO and Surface Transport bosses think that only by wearing a crash helmet everything will be solved and they are now expecting to trap innocent faces to fine them travelling without a helmet, license, not using safety belt etc. 
Whenever one buys a new vehicle there is an outright payment of road tax for life to the tune of thousands of rupees. In India and in Goa one can easily get a 2/4 wheeler license if one goes through a motor driving school. How you drive afterwards and where you land is upto you. Civic road sense is totally absent with rampant negligence and irresponsibility. Why do we have to pay the road taxes when we don’t get the value of it by way of better roads, speed breakers well painted and Zebra crossings to help pedestrians and old people to cross the road? Along with duty comes responsibility of which the RTO is making a mockery and endangers commuters life. What will happen if a villager like me drives on a totally unfamiliar road with speed breakers in the middle of the night and bumps on one non-painted, non-visible speed breakers and has a fall like the legendary Humpty-Dumpty? He will have a great fall with great consequences which will give 108 an emergency call.
