A dramatic standoff between the police forces of Himachal Pradesh and Delhi unfolded over nearly 24 hours, beginning at 5 am on Wednesday and stretching until 6 am the following day, following the arrest of three Indian Youth Congress workers linked to last week’s shirtless protest at the AI Impact Summit in the national capital.
The controversy centres on the detention of the three Congress workers, who had earlier been picked up by Delhi Police from Shimla. The Himachal Pradesh Police termed that earlier action “unauthorised,” alleging that no prior intimation was given before the arrests were carried out in the Congress-ruled state.

In a fresh development early Wednesday morning, a Delhi Police team arrived in Rohru, nearly 120 km from Shimla, in four vehicles. The team conducted a raid at a resort in the Mandli area of Chirgaon in Shimla district, where the three Congress workers were staying.
After questioning them on the premises, the three were formally arrested at around 6:15 am. Officials also seized a Digital Video Recorder (DVR) and other materials found in their possession.
As news of the arrests spread, the Himachal Pradesh Police responded swiftly. The state force set up blockades at three separate locations, triggering a tense situation and a jurisdictional face-off between the two police teams.
The arrests are linked to protests staged during the recent AI Impact Summit in Delhi, where members of the Indian Youth Congress had reportedly demonstrated in an unconventional manner.
The situation remained tense for several hours before the standoff eased, highlighting the growing friction between the two state police forces over procedural and jurisdictional concerns.
