Activist moves SPCA against Agassaim police

PANJIM, JAN 19 A civic activist today moved State Police Complaint Authority (SPCA) against Agassaim police for not registering his case in the alleged custodial death of a Moira resident Cipriano Fernandes.

A civic activist today moved State Police Complaint Authority (SPCA) against Agassaim police for not registering his case in the alleged custodial death of a Moira resident Cipriano Fernandes.
Jowett D’Souza had written a letter to the  Station asking them to register a case of custodial death in the case of Cipriano Fernandes. He has also asked them to book the  inspector and two other police personnel in the case.
In his complaint letter to the SPCA, D’Souza stated that Agassaim police refused to register the First Information Report as the case is with the Sub-Divisional Magistrate (SDM).
The activist has also sought information under the Right To Information about Cipriano’s autopsy and other medical reports. The RTI application addressed to the Superintendent of Goa Medical College has sought information like names of the persons who brought Cipriano to GMC, doctors who examined him, etc.
Cipriano, a cook with European cruise was holidaying in his native State when he was arrested by Panjim police for allegedly threatening his woman friend on January 7. He died on January 9 morning at Goa Medical College.
Police said that he was admitted as he vomited alcohol and suffered from fits. But the family members have refused to buy this contention. They claimed that Cipriano died due to police torture.
SDM is meanwhile conducting a probe into the matter even as Goa Police have appointed a special gazetted officer to investigate into the procedural lapses by the Panjim police.
