PORVORIM: The Goa Legislative Assembly on Friday passed The Goa Staff Selection Commission Bill 2019 and The Goa Land Revenue Code (amendment) Bill, 2019.
Under the first Bill, an independent body, Goa Staff Selection Commission will be constituted. This will be under the chairmanship of IAS or Goa Civil Service officer for conducting the examination and selection of various subordinate services or posts in various government departments. The Bill was introduced by Chief Minister Pramod Sawant in a bid to bring in transparency in the government recruitment process.
The term of three-member commission will be for a period of five years. It will have two members, either serving or retired officers of the government, government aided institution or semi-government organisation. The Bill also grants powers to the Commission to advise government on the matter of recruitments across various departments.
The House also passed the second Bill wherein extension from the existing six months to two-years has been given to the Alvara land holders for regularisation and confirmation of definitive title, which were gifted or rewarded during Portuguese rule to several Goans in 1917.
Considering the difficulties faced by the applicants in finding the Alvara documents, getting it translated and preparing other documents, Revenue Minister Jennifer Monserrate had tabled the Bill on Wednesday proposing to amend the Act to grant further 24 months extension.
Former Revenue Minister Rohan Khaunte, during the passing of the Bill, sought that the government include more amendments.
