PANJIM: To overcome the shortage of workers, the government has now permitted 12-hour work-time up to July 31, in the factories and industries in the State to help them tide over the shortage of labour and recover from the problems faced due to the nationwide lockdown.
Following the report submitted by the Economic Revival Committee, the Chief Minister Pramod Sawant announced the relief measures granted by the State government for the trade/industry/economy/general public to recover from COVID-19 pandemic.

The announcement seems to be advantageous for the factories and industries in the State in comparison to the common man’s situation.
The government has also introduced ‘Self-Certification Schemes for factories and boilers in the State.
As per this scheme, the Factories shall be inspected only once in a period of five years (instead of annual) with prior intimation.
Also, with a view support to existing factories in this current crisis, the Government has extended the validity of factory licenses for a further one year with deferment of payment of license fees without interest.
On the other hand, the government has granted relief to common man by extending construction licences, Town and Country Planning clearances expiring between March 25, 2020 and June 30, 2020 will be extending up to October 31, 2020.
Also, the transport documents like renewals of licences, permits etc have been extended up to September 30, 2020.
Following are the relief measures announced:
Municipal Admin and Panchayat
All the Construction Licences and Permissions issued by the Panchayat/Municipal bodies which are expiring between 1/3/2020 and 30/6/2020 are deemed to be extended up to 31/10/2020 without payment of any additional fees.
Town and Country Planning
All the Technical Clearances and Development Permissions which are expiring between 1/3/2020 and 30/6/2020 are deemed to be extended up to 31/10/2020 without payment of any additional fees
Transport (issued by MoRTH)
The validity of Fitness, Permit (all types). Learner’s License, Driving License, Registration and any other concerned document whose validity is expiring between 1/2/2020 and 30/9/2020 are deemed to be valid till 30/9/2020.
Excise
The last date for renewal of Excise Licenses has been extended from 31/3/2020 to 30/6/2020 without any penalty.
Industries
Annual instalment towards land lease premium for the year Financial Year 2020-2021 payable to Goa Industrial Development Corporation (GIDC) is deferred. The same can be paid in equated manner in the next three years.
Cooperatives
All Loanees of Credit Societies are granted 3 months moratorium on payment of EMI for the period April to June 2020
GSSTFDCL & OBCC
(The Goa State Scheduled Tribes Finance and Development Corporation Ltd and The Other Backward Classes Corporation): All Loanee members are granted 3 months moratorium on payment of EMI for the period April to June 2020
Electricity
The late payment surcharge has been waived off for electricity bills issued with due date of payment between 24/3/2020 and 30/6/2020, if the payment is made by 15/7/2020.
Moratorium on payment of fixed charges is provided to all industrial and commercial consumers for the bills raised during the period between 24/3/2020 and 30/6/2020, which they can avail if they so desire.
These deferred charges shall be recovered in an adequate manner over next three bills to be raised after 30/6/2020
PWD/WRD/GSIDC and other agencies
All the ongoing works by implementing agencies for the period between 25/03/2020 and 30/6/2020 shall be treated as “Force Majeure” for purpose reckoning the date of completion.
