Bill to regularise illegal structures to be discussed in Assembly

PANJIM: The Monsoon session of the State Legislative Assembly will discuss the Goa Regularisation of Unauthorized Construction Bill, under which only ‘genuine’ structures will be considered for regularisation, Chief Minister Laxmikant Parsekar said on Friday.
The State government on June 24 had issued an ordinance to provide for regularisation of unauthorized constructions existing before February 28, 2014.
“During the coming monsoon session of the State Assembly, the Bill on regularisation of the unauthorized structures will be passed after detailed discussion,” Parsekar said on Friday.
“But let me make it clear only genuine cases will be taken up for regularisation. Structures along the road side or in other people’s property will not be considered,” he maintained.
As per the ordinance, regularization of any residential or commercial unauthorized construction in one’s own property, or carried out by a co-owner with written consent of other owners in a joint property, or dwelling houses by mundkar, construction on institutional land with proper consent, will be considered.
Constructions falling within protected forests, wildlife sanctuaries, no development zone, open spaces, public land, eco-sensitive zone, coastal regulation zone and khazan lands will not be entertained.
Government has yet to appoint an authorized officer not below the rank of Collector to scrutinize the applications received and pass an order of regularisation. The fortnight long monsoon session will commence from July 25.
