PANJIM: The cabinet on Wednesday gave its nod for floating the Request for Proposal (RFP) for the Mopa Greenfield airport.
Five firms – AAI, GVK Mumbai, GMR Airport, Essel Infra Mumbai and Voluptas Developers – have qualified for the RFP.
Addressing mediapersons after cabinet meeting, Chief Minister Laxmikant Parsekar said the RFP would be floated in the next few days.
“Five bidders have already qualified in the RFQ and the draft of concession agreement has been sent to the Advocate General. As soon as he finalises the agreement the RFP will be floated,” Parsekar said.
The chief minister also said that his government has made certain changes to the draft agreement which was sent by the Central Civil Aviation Ministry.
Besides the airport, he said, the State has added the six-lane expressway from the airport connecting National Highway 17, which will cost an additional Rs 300 crore.
“We have also put a clause of Aviation Skill Development Centre at ITI, Pernem or any other ITI and the concessionaire will have to provide training to local people and also help them in employment at Mopa airport and elsewhere in the aviation industry,” he said.
Parsekar said the concessionaire will have to train 75 people every year in various disciplines in the aviation sector during the period of concession.
“The concessionaire will also have to pay a concession fee of Rs 150 cr to the Goa government. Besides this the bidding for RFP would be on profit sharing percentage with the State,” he said.
Parsekar also said that PKA Advocates, New Delhi, which is empanelled by the Central Law panel, has been appointed as legal consultants for the Mopa airport project.
