PANJIM: The State government has notified the Outline Development Plan (ODP) for Calangute-Candolim planning area 2025, Arpora-Nagoa-Parra planning area 2030 and Vasco planning area 2030, almost nine months after the plans were suspended citing various discrepancies.
The North Goa Planning and Development Authority (NGPDA) and the Mormugao Planning and Development Authority (MPDA) have issued notification in this regard.

NGPDA Member Secretary R K Pandita and MPDA Member Secretary Ashok Kumar in a notification issued on December 13 have notified the altered and modified ODPs for these planning areas.
As per the notification, the Town and Country Planning Board, headed by the TCP Minister Vishwajit Rane in its 185th meeting held on October 14 considered the said ODPs with alterations and modifications.
It further said that the ODPs are subject to the provisions of ‘The Goa Land Development and Building Construction Regulations, 2010’ as amended from time to time. The public can inspect the plan in the NGPDA and MPDA office.
On April 23, Rane suspended the ODPs of Calangute, Candolim, Arpora-Nagoa and Vasco-da-Gama due to various discrepancies for a period of 60 days and the same was later extended by another one month. The Regional Plan 2021 was made applicable in these areas.
The department had constituted a 10-member committee to review the ODPs, who had noted that more than 17 lakh sq mts of land was ‘arbitrarily’ converted without following any uniform policy. The committee found a ‘large amount of discrepancies’ in the way orchard, tenanted and eco-sensitive land was converted when the two ODPs were finalised and notified.
