CCP assures HC to constitute Ward Committees within fortnight

PANJIM: The Corporation of City of Panaji (CCP) on Tuesday assured the High Court of Bombay at Goa that Ward Committees will be constituted within a fortnight.   

During the hearing, CCP Counsel A D Bhobe submitted that the process for constitution of the Ward Committees is already ongoing and that the Committees will be constituted in accordance with the law within a period of 15 days. The statement was thereafter accepted as an undertaking given to the Court. 

The Division Bench of Justice M S Sonak and Justice M S Jawalkar disposed off the petition after petitioner Aires Rodrigues expressed satisfaction at the record of the statement. 

The functions of the Wards Committee shall be subject to the general supervision and control of the Corporation, such as, speedy redressal of common grievances of citizens connected with local and essential municipal services such as water supply, drainage, sanitation and storm water disposal; to consider and make recommendations on the proposals regarding estimates of expenditure pertaining to the wards under different heads of accounts of the budget before being forwarded to the Commissioner; and to grant administrative approval and financial sanction to the plans for municipal works to be carried out within the territorial area of the Wards Committee costing upto Rs 5 lakh, provided that a specific provision exists therefore in the Budget sanctioned by the Corporation. 

In his petition filed under Article 226 of the Constitution of India, Rodrigues had sought High Court directions to immediately constitute Ward Committees for the City in accordance with Section 41 of the CCP Act.
