In an official communication to the Congress party in Goa, the Ministry of Home Affairs said ‘public order and police’ are primarily the responsibility of State governments. “The Government of India has issued guidelines on communal harmony, which are reiterated from time to time,” under secretary, Home, M P Singh said in a letter addressed to Goa Pradesh Congress Committee General Secretary Sunil Kawthankar.
The party had on September 23, 2015, demanded that the ministry ban Sanatan Sanstha whose member is alleged to have killed Govind Pansare in Kolhapur.
The letter, sources said, hints that the Centre is not convinced that the Sanstha should be declared as a terrorist outfit.
