Check if engineer cleared more files, DMA to MMC?

MARGAO: Even as the two-member inquiry panel took possession of the 10 files cleared granted by the outgoing Margao Municipal engineer during the absence of the Chief Officer, the Director of Municipal Administration (DMA) has issued further instructions to the civic body to find out any more licenses and NOCs were cleared by the engineer while holding temporary charge as MMC Chief Officer.
Incidentally, the Civic body has stumbled upon a file cleared by the outgoing Municipal engineer Diniz D’Mello during the two days when he was the acting Chief Officer in place of the regular Chief Officer Y B Tawde. Inquiries have revealed that the Diniz had cleared the file of a bank which had applied for renovation permission without routing the file to the Assistant engineer. Sources said that Chief Officer Y B Tawde has  take strong note of the file cleared by the technical sanction without the same being vetted by the Municipal Assistant engineer.
Meanwhile, based on the DMA’s instructions, the Civic body has started the exercise to find out whether any more such files were cleared by the outgoing ME during the absence of the Chief Officer.
The two-member team of Municipal engineers attached to the Mormugao Municipal Council on Wednesday took custody of the 10 files cleared by the outgoing Municipal engineer. The panel is expected to go through the files to first ascertain whether they were cleared as per Municipal rules. After this exercise, the team is expected to inspect all the 10 sites to verify the ground reality.
Two Construction licenses and two occupancy certificates, besides six NOCs for water and power connections were granted by the outgoing Municipal engineer Diniz when he was holding additional charge of MMC Chief Officer for two days during Tawde’s absence.
While Diniz is believed to have maintained that he had cleared the files as part of routine work, the DMA’s says insists that clearing licenses and issuing occupancy certificates does not constitute routine work, but are financial matters which an acting Chief Officer is not supposed to deal with.
