MARGAO: Chinchinim Deussua Panchayat at its meeting on Saturday objected to various proposals by the government including the new system of writing minutes, widening of the National Highway and the amount promised by the government to panchayats for garbage management.
The members strongly objected to the new method of writing the minutes of the meeting whereby the Secretary has been asked to record the minutes as the meeting is going on and get the members sign the minutes at the end of the meeting.
Members expressed their objection to this new system as it delays the meeting. Hence, the panchayat resolved to write to the Director of Panchayats protesting this change and urge to go back to the old system wherein the minutes were written roughly during the meeting and subsequently written in fair on the ‘Minutes Book’.
Another issue that came up for discussion was the alignment of the National Highway No 17 passing through the village. It was revealed that the government was now proposing to acquire more land to broaden the highway to accommodate the six lane highway.
“Due to the presence of many houses close to the road, land was acquired for only a 30-metre wide road in Chinchinim. But now it is proposed to have a 40-metre road to provide for bus bays and other amenities,” revealed Deputy Sarpanch Valentino Barreto.
He also pointed out that earlier it was decided to have a bifurcation of the National Highway in the village with one road for incoming traffic and the other for outgoing traffic. “Plans were even prepared for this and we need to urge the government to revive this proposal,” he said.
The panchayat body accepted his suggestion and it was decided to take up this issue seriously with the government and more particularly the Public Works Department.
The panchayat also took note of the increasing number of bakers selling their products on a cycle in the village market thereby causing traffic jams and problems for other motorists. It was the opinion that all the bakers were not from the village but many were coming from other villages and hence it was decided to carry out a survey and accordingly take action.
The panchayat was also of the opinion that the Rs 1 lakh promised by the government to panchayats for garbage management was not sufficient and demanded that the amount to be given to bigger panchayats having more panchas be increased.
Chinchinim Deussua panchayat has 11 elected members and has jurisdiction over a large area and Rs 1 lakh will not be sufficient to tackle the village’s garbage, the members felt.
