MARGAO: A circular issued by the South Goa Deputy Director of Panchayats on income certificates has kicked up a row of sorts.
While the circular seeks to dispense with the existing procedure of obtaining report from pancahyat ward members, besides affidavits, the move has come under the scanner of panchayat bodies.
Paroda Sarpanch Deepak Kharangate said the circular is bad since it does not insist on an affidavit nor any report from the sarpanch or ward member. “How can you issue an income certificate without even seeking an affidavit from the applicant,” he demanded to know.
Opposing the circular, he said, the same will be placed before the forthcoming monthly meeting of the panchayat to register objection to the move.
In his memorandum, Deputy Panchayat Director South Vasudev Shetye pointed out that as per a notification the issuing authority of income certificate is the panchayat secretary of the village panchayat concerned. The Deputy Director has maintained that calling of report from the ward member or the sarpanch of a village panchayat is not mandatory. “Even affidavits are not mandatory, but in order to facilitate the village panchayat secretary for issuing the income certificate, he can seek an affidavit in case of any doubt,” the Deputy Director stated in his memo.
