An example of not so Swachh Bharat

Monsoons have begun and the local authorities have been doing some commendable work in Penha de Franca Village.

The local Panchayat member of Ward 9 was personally supervising the work of cleaning the gutters.  But it is sad to see plastic garbage dumped in vacant plots as seen in the picture in the above mentioned ward. The Panchayat of the Village Penha de Franca has been collecting the garbage from door to door every morning.   Garbage Collection charges of Rs 500.00 per year is collected from the residents, but   surprisingly some people in the area do not hand over the garbage to the boys who do the rounds in the mornings. 
These people lack civic sense. Is it not the duty of every resident to keep the area clean by minding their own garbage? It does not make sense to see that some help in keeping cleanliness and others mess up.  All should cooperate to make the Swachh Bharat campaign a success. Some may argue that we pay Swachh Bharat cess and it is the duty of the Government to take care of the garbage thrown around the place. It would have been better if some arrangement was made to collect the garbage from each and every apartment door in the buildings. 
The apartment owners perhaps find it is easier to fling the plastic bags out from the balconies in their  neighbors property or  in any vacant space nearby rather  than wait each morning to hand over the same to the garbage collecting boys. If we are to succeed in our mission to keep our Goa clean and green, we must strictly enforce the rules, levy penalties on violators if need be.
