Bylane in Tivim neglected

It’s been 30 years and more since the bylane of Chaitanya Hospital, down to Chinchant Madel has been neglected. This bylane road has been broadened by keeping 3 metres setback but there are bushes and trees and waste paper plastic bags and bottles thrown which the Village Panchayat has not cleared.

It’s been 30 years and more since the bylane of Chaitanya Hospital, down to Chinchant Madel has been neglected. This bylane road has been broadened by keeping 3 metres setback but there are bushes and trees and waste paper plastic bags and bottles thrown which the Village Panchayat has not cleared. 
This setback has not been asphalted throughout. No drainage system. The rain water collects on this road because no culvert has been built for this bylane. Houses for rent have been built by non Goans but the then Sarpanch has given permission without making provision for toilets and people make open defecation on these bylane road side bushes which is a health hazard to the people.
 The Ward Member of Madel, who off and on became Sarpanch for many years in Tivim, has not given importance for street lights to this lane even after repeated requests. Hence this bylane is called Lovers Lane due to darkness. Now with the help of Tivim MLA Mr Kiran Kandolkar who has taken the initiative to give us the street lights to this bylane. The people and travellers have appreciated this initiative.  Our thanks to him for this gesture. There are more than 200 vehicles plying on these roads daily and if there is diversion due to accidents on the Bicholim/Mapusa highway the vehicle use this bylane. So why has this street been neglected?  Who is responsible to look into this matter?
The Block Development Officer or the Minister for Panchayat/Environment should sent his representative to look into this situation as umpteen times people made written complain to the Panchayat but no action was taken even after repeated requests. Acche din kab ayenge?
