The electricity bill is always an enigma.

The electricity bill is always an enigma. While the tariff for electricity charges, fixed charges and Electricity duty are printed on the reverse of the bill  and can be calculated if you know the method (which is complicated in itself but was explained in your newspaper some months ago), the (FPPCA) Fuel & Power Purchase Cost Adjustment, is still a mystery. The rate is changed quarterly and none of the staff in the electricity dept are able to explain how the figure in the bill is arrived at. While the cost of Fuel around the world has been plummeting the FPPCA charges has more than doubled from 2nd Quarter (July-Sept) to 3rd Quarter (Oct-Dec). Again the electricity department has not been able to give me a suitable explanation for this. The website http://www.electricity.goa.gov.in/ has a PDF file indicating the FPPCA charges for each quarter. Here again it just adds to the confusion as although the rate has dropped, the calculation in the electric bill is almost double for almost the same number of units consumed.
The consumer has no option but to silently pay this amount as no one can give him an explanation for it.
Through you newspaper I request the Electric Department to clarify the FPPCA charges and explain the mode of calculation.
