Internet chaos

Betim, Verem and Nerul have been without Internet for several days on two separate occasions recently. When BSNL is called the answer they give is that the demolition department of the municipality or whoever has recently demolished all illegal structures and shacks for a road widening drive. 
In this process, they have also demolished BSNL’s fibre optic cables in several places. These cables were laid under and around the demolished structures. Has anyone heard anything more ridiculous?
When the demolition/ cleanup was being carried out were there no senior staff on site to supervise the labour?
When and prior to the demolition/cleanup was there no communication between the departments? Did someone just wake up one day and say let’s do the demolition/cleanup in Betim?
Who should be held responsible? Surely someone should be penalised and taken to task. A senior person from BSNL says the optics have been severed in several places and will take time to replace or repair.
In the meanwhile should the public suffer for someone’s sheer ignorance? Can the concerned minister give us a satisfactory explanation?
