SPDA market to Arlem road a death trap?

The road-widening activities from SPDA market to Arlem started more than a year back in Margao, but unfortunately the safety norms have not been followed by any of the contractors. 
Black tar barrels are being used as road dividers and there are no reflective tapes to alert the motorists of the impending danger. What’s more, heaps of sand and gravel are haphazardly dumped on the road, without keeping the safety of motorists and two-wheelers. The roads too are not even and sudden depression on manholes appear as one one rides along. 
Surprisingly, there are “work in progress” no sign-boards displayed anywhere and no white “danger” ribbons marking the road, which has been dug up.
One can also see black concrete mixer carelessly parked on the road opposite Ravindra Bhavan in an unsafe manner. To add up to this, the road has been dug to lay cables and the  trenches are on the road which is totally very unsafe to two-wheelers. Many a time the wheels get locked in the trench. 
If one recollects, a scooterist died near City Café, Fatorda some years back during the laying of sewage line due to similar unsafe conditions. Are the concerned authorities waiting for another such causality to take safety measures seriously? 
I suppose safety requirements are part of tendering system. Is there any government body monitoring the road construction activity?
