Water leakage in the middle of the recently completed Bambolim–Dona Paula stretch

On 22 April, some of the residents of Dona Paula called me and requested me to take up a new issue of pipeline water leakage which has appeared in the middle of the road between Viswajit Rane’s bungalow and NIO colony from 19th April onwards.

Residents of NIO informed me that there is leakage of water coming somewhere from underground and resurfacing on top of the road. When I went to inspect, I found no crack is seen, not even a hole but the water was leaking continuously from 5:30pm to 7pm, possibly due to the technical failure design. These water lines could have been laid at the side of the road or in a chamber sideways. If such kind of damage takes place in future in other widens areas from Bambolim to Dona Paula, the PWD will have to open and repair them which will result in a shabby kind of work in the whole of stretch of road and obviously this widening road project will have a bad name.  
The leakage is so much that vehicles tend to stop to find out what is going on just in the middle of the road. The residents at Cabo and other areas in Aivao, Jetty, Marivel etc gets just a trickle or no water. I have obtained some photographs and informed the PWD office in St Inez and their Asst Engineer told me that Junior Engineer (JE) must be contacted since he has his fleet to look after such breakdown. I have soon contacted the Junior Engineer who told me that the problem possibly is valve leakage. I asked him how he would know where the valve is fitted in underground and how he would rectify it. He did not reply. I wonder why first of all the valves are left underground when the road widening is already completed. Now, the formalities to break the road may take time since PWD has different levels to act on such complaints, because the widening of road is just completed. Who knows how many places such kinds of pipelines with valves or other loose joints exist. Every time the leakage is found then will the PWD need to dig up the good road? Who will take responsibility for such idiotic decisions for laying the pipelines underground that too once the asphalting is completed!
