One of the main reasons for parts of Guirim being completely cut off due to floods is the dumping of construction debris from the road and highway construction. The road from the Green Park hotel to the Verla Canca and the Guirim underpass is totally underwater.

Chief Minister Dr Pramod Sawant finally couldn’t take it anymore. It is a route he often takes to get to Porvorim from the deep North Goa. But it took the cries of the people, the farmers, and those who are living with an everyday trauma of debris and water choking their fields and their homes, for the CM to actually do an inspection of the area. And this is what the Chief Minister said: “ALL I CAN SAY IS THAT IT IS A MAN-MADE DISASTER. I know the work of the highway is the major cause, but there is construction material everywhere which has also caused these floods.”
The fact that it took the Chief Minister of the State to look at a man-made road flooding is a clear indication of very shoddy construction and equally shoddy supervision. What are agencies like the PWD doing?
Goa hopes that the CM will end ‘CONTRACTOR RAJ’
Goa also hopes and expects that the Chief Minister will hold the all-powerful contractor who bags all road and construction projects, mainly of the GSIDC, for the construction material lying everywhere, as the flooding according the CM’s own estimation has been caused due to the dumping of construction material.

highway work being carried out by the VIP contractor.
The CM said “I regret the inconvenience caused to the people.”
It takes a CM with a clear mind to express unqualified regret. This is why, Goans expect immediate action to be taken against the contractor, who has caused similar difficulties to people in South Goa as well where his construction projects are going on.
There were other MLAs present to, but it is evident that they showed up because the CM was there and didn’t want to be seen as missing in action. The voters of those areas should ask their MLAs where were they for the past ten days when the floods and the blockage of their fields and roads have caused them so much hardship.
