Coutinho in his plea before SPCA stated that he had filed a complaint before Cuncolim police station on May 26, 2016 against some Cuncolim residents as they had come with a JCB machine and had blocked the canal by dumping mud thereby causing damage to government property and also damaging and dismantling the road that leads to the complainant’s property.
The complaint further states that the accused had abused and threatened him and his friend.
However, after filing the complaint at Cuncolim Police Station the police officers, including PI Kadam and PSI Colaco, tried to shield the accused by pressurizing Coutinho to withdraw the case which was filed against seven persons, including a local politician.
Coutinho has urged SPCA to take action against PI Kadam and PSI Colaco and to punish them as per the law. Coutinho has also demanded that the case be investigated by some other police station or be handed over to Crime Branch.
