PANJIM: The Goa Coastal Zone Management Authority (GCZMA) has made a completion certificate mandatory for the operation of temporary seasonal structures like shacks and huts, along the coastal belt.
The GCZMA during its meeting held recently resolved that the project proponent will not be able to occupy or use the structure for commercial purposes until the completion certificate is issued by the Authority.

The Authority noted that GCZMA is issuing a number of permissions for the erection of temporary shacks/huts etc; however, there was no proper mechanism in place to check whether the project proponent had erected the structures as per approval granted by them.
Detailed lengthy deliberation was held during the meeting, wherein it was decided to include two specific conditions with regard to the issuance of a completion certificate for the project.
The Authority resolved that the project proponent will intimate GCZMA upon completion of the work along with a certificate in prescribed format from a registered architect or engineer that he/she has supervised the work and that it has been constructed or erected in accordance with plans approved by the Authority and is fit for occupation.
“The premises will not be occupied and/or used for commercial purposes until a completion certificate is issued by the Authority,” the coastal body said.
It was further decided that the process must be carried out in a time-bound manner. The site inspection will be carried out within seven working days of receipt of completion intimation and completion certificate or any observations, as the case may be, shall be communicated to the project proponent within seven working days thereafter, the authority decided.
On an average 300 temporary seasonal structures are granted permission for erection and operation along the coastal belt, annually.
