PANJIM: The Congress has filed a complaint of cheating with the Chief Minister against controversial ex-vice chancellor Dileep Deobagkar and Dean of Life Sciences Prof PV Dessai for causing loss to the Goa University to the tune of Rs 30 lakh, by conducting an unauthorised course in Clinical Research with the whole scam amounting to around Rs 70 lakh spread over three years.
The Congress has alleged that the Deobagkar and Dessai caused loss to the Goa University and gain to other private parties by cheating over 100 students of the PG Certificate /Diploma course in Clinical Research and issuing Certificate/Diploma which is fake and invalid by collecting lakhs of rupees from them.
The complaint cites that several batches of students were admitted during the period 2007-2011 but the exams were outsourced to Bioinnovate at different locations in the country such as Pune (from where Deobagkar hails) Gurgaon, Delhi, Bangalore, Mumbai, Chennai etc.
The Congress spokesperson alleged that the company acted in connivance with Deobagkar and Dessai to cheat the gullible students.
The complaint also states that Education Minister should conduct a thorough inquiry into the scam and take action within 8 days, failing which they would take it up in legal forum. The Congress said attempts were made to bury the scam (by staff close to Deobagkar) even as the daughter of the present vice chancellor was a victim of the scam.
The Academic Council of the Goa University has passed a resolution and a committee has been set up by the present vice chancellor under the chairmanship of D’Lima with members of the Academic Council to investigate the role of Deobagkar and Dessai.
“Over 100 students from all over India were admitted to this course by GU through an agreement of outsourcing with a private company called Bioinnovate probably from Delhi or Gurgaon. The students were charged Rs 50,000 (for certificate course) and for PG Diploma the fees were Rs one lakh which was collected by the private company on behalf of GU,” reads the complaint copy.
The spokesman alleged there was neither any exam conducted for the 2011 batch students nor were they issued certificates. “The fees have not been refunded to these students by GU and Bioinnovate Company. This amounts to gross cheating and defrauding of gullible students.” he said.
