The Comptroller Auditor General (CAG) report for the year ending March 31, 2014 would also be placed on the floor of the House. The report has been approved by the Cabinet and has been sent to Governor Mridula Sinha for assent.
The Legislature department has received nearly 3100 questions for the 15-day long monsoon session, which include 1,100 starred and 2,000 unstarred questions. The session will be paperless.
Speaking to Herald, Legislature secretary Nilkhant Subhedar confirmed receiving 3100 questions along with three major bills, which are amendments to the existing Act.
Sources confirmed that the amendment to the Agriculture Tenancy Act 2014 with regard to withdrawal of the controversial ‘sunset clause’ would be tabled. There, however, won’t be any another changes in the Act. The Sunset Clause (section 60C) gives tenants three years from September 25, 2014, to file applications declaring tenancy under Section 7 of the old Act.
Under the amended Act, that saw opposition from across sections, nearly 5000 tenancy cases pending before the Mamlatdars have been transferred to the Court of Senior Civil Judge to ensure that tenants become landlords at the earliest. The amendment was passed during the Budget session, last year.
The Goa Municipalities Act, 1968 that seeks delimitation of municipal wards ahead of elections to 11 municipal councils will also be tabled. The government though an Ordinance in June, has already increased the municipal ward strength, with 22 additional wards in seven municipalities being added to the existing 137 wards.
As far as amendment to the Goa (right to time-bound delivery of public service) Act, 2013, the government is set to bring another 198 services under its ambit. With the inclusion of these services, the total services under the Act will go up to 204 from about 23 government departments.
