Nearly a year after the Enforcement Directorate (ED) provisionally attached 31 immovable properties across Goa on November 23, 2023, locals in Anjuna are baffled by ongoing commercial and construction activity on two such lands. Survey Nos. 225/3 and 339/2 — both registered in the name of the same individual — remain active despite ED action, raising questions about enforcement.
An O Heraldo investigation revealed that the same person’s name also appears in Form I & XIV of Survey No. 214/2, another provisionally attached property. According to ED documents, properties 225/3 and 214/2 were allegedly acquired illegally and leased out, generating proceeds of crime.

Locals report construction work on 225/3 continues from morning till night, while a restaurant at 339/2 operates daily until 11 pm. The CRZ-III classified 225/3 lies less than 10 metres from the High Tide Line, triggering further concerns over coastal regulation violations.
While the ED earlier confirmed that owners of 12 confirmed attachments were barred from transferring or mortgaging properties, the status of others, including these two, remains unclear. Residents are demanding transparency, such as public boards marking attached lands, to prevent buyers or tenants from being misled. Many fear the revival of nightlife-related disturbances previously linked to 225/3, saying the current activity risks bringing back sleepless nights for the neighbourhood.
