PANJIM: Admitting the role of the IPS officer in the bribery allegation, Chief Minister Manohar Parrikar on Wednesday said that all departmental inquires conducted by Deputy Inspector General of Police (DIG) Vimal Gupta will be reviewed by the Inspector General of Police (IGP).
The Union Ministry for Home Affairs (MHA) on Tuesday relieved Gupta, who is involved in a bribery allegation to close a departmental inquiry against a lady police sub-inspector and police constable, who have been placed under suspension.
Addressing media persons, Chief Minister Manohar Parrikar said the DIG has been relieved following a report of his activities in the issue (bribery) by MHA, who is the correct disciplinary authority in the matter.
“Though I have powers to suspend the officer, I did not want to get into it as he was due for transfer, so we have relieved him,” Parrikar, who is also the Home Minister, said. He added, “Because of his ‘not so good activities’, DIG came under cloud so I said you go back. This does not mean that he is been given clean chit, we will also probe him.”
Asked whether the Departmental inquiries conducted by Gupta will be reviewed, the Chief Minister said, “These are issues which will happen automatically, charge is given to IGP and he will review everything.” He added, “State does not have its own cadre and that is the problem.”
The Chief Minister said that at this stage, he will not say that the DIG is guilty because it is not yet proven, but the question mark that came to him indicated his role.
Parrikar said that the lady PSI and PC are Goa Police officers so they cannot be sent back and hence they have to be put under suspension and an inquiry conducted.
PSI Devyani Ambekar Naik and PC Ketan Naik are placed under suspension after they were prima facie found to have committed the offence.
Parrikar said that it is very difficult to establish the crime in such cases. “There are three-four types of corruption – one where both parties benefit they don’t come out and complain, but one who does not take comes out and complains,” he said. “These types of cases are not very easy to prove, it will take lot of exercise,” he said.
