The Tuem Panchayat consists of seven wards with a population of 2,800 people. In the 2012 election, the following were elected as members: Prajakta Kannaik, Vilasini Naik, Uday Mandrekar, Ulhas Naik, Suhas Naik, Ganapat Pednekar and Swati Harmalkar.
The post of sarpanch and deputy has been mutually rotated among the members.
Soon after the elections, Ulhas Naik became sarpanch and Swati Harmalkar was his deputy. After two and half years, Prajakta Kannaik was elected sarpanch while Vilasini Naik was his deputy.
Besides collecting regular taxes and fees, the panchayat rents out its hall for weddings and other programmes thereby earning additional revenue of Rs 1,46,000 in the last financial year; during the same period, Rs 84,000 was collected as taxes and fees. However, the outstanding taxes and fees are Rs 98,000. Further, the panchayat has house tax arrears of Rs 2,45,000 accumulated in the last five years.
A part of panchayat premise is also rented out to sub-health centre for Rs 35,076 yearly. But the same has not been paid by the health department since two years, despite sending notices.
Panchayat collects dry garbage twice a month, door to door, by employing a labourer, which is later sent to Saligao garbage treatment plant.
Last year, the Sports Authority of Goa build a sports ground, while the GSIDC built a hall in the village.
Panchayat has received Rs 50 lakh under GIA scheme for developmental works and Rs 2,66,000 from the Central government for the panchayat complex development.
The panchayat has been conducting ordinary gram sabhas regularly; but the special gram sabhas held regularly which are attended by around 70 to 80 people.
The only issue raised by the people in every gram sabha is the electronic city project. People allege that the government acquired land without the consent of people and without following procedure.
