Is this what the spanking new market of the capital city of Panjim was meant to be?
Paan stains adorn the walls, and while vegetables are piled up on the roads. The fish market is a stinking hell hole while the drain opposite is an open invitation to a plague. Since the market was constructed around 2003 not much repair and replacement work has been done, people complain.
“All the water from the toilets drains down in the basement parking area which can lead to several health problems,” Pradesh Kunkolkar – money collector of the markets basement parking said. “During the rains the water rolls down into the basement and reaches ankle level”, he added. He also grumbles that there are street dogs everywhere.
The Panjim market was constructed by the Goa State Infrastructure Development Corporation (GSIDC) in two different phases in 2003 and 2007, after demolition of the Portuguese-era structure which existed there. 
LEASE AGREEMENTS: Eleven months down the line, the State government is yet to fix the responsibility and take action against those involved in the illegal shop allotment in the city municipal market, despite the fact that government treasury is running short of over Rs 15 crore in form of rent dues from these shopkeepers, since 2007. The alleged municipal market shop scam was exposed by the government-appointed committee through an exhaustive report submitted in July, 2013. The inquiry found out that a single shop number is given to multiple shops but located on different floors thus facilitating those allottees of that number to stake claims for more than one shop.
As per CCP, the lease document was submitted in February end. 
“It’s been almost three months now since DMA is sitting with the lease document. Unless they clear it, we are not in position to take action against the illegal occupants,” CCP Mayor Surendra Furtado told HERALD. 
On the other hand, DMA Elvis Gomes said that the document would be forwarded for government approval soon. “We have got the document copy recently and the same would be forwarded to government. It’s under process,” he said. 
Now haven’t we heard that before? And do we believe it? 
FISH MARKET: The Panjim fish market is a place most living this side of town visit. But the state of the fish market is pathetic.
The floor is always dirty, stinking water which is allowed to flow unhindered from end to another, and is constantly fed by the ice water that is given out by the fish baskets.
Also the place where the fish is cut is extremely dirty and the waste is thrown all over the place.
