Fresh guidelines to cyber cafés

PANJIM: Five days after the Intelligence Bureau issued a security alert in Goa, the local administration issued fresh guidelines to cyber cafés and institutions equipped with Wi-Fi to follow safety precautions.

Similarly, the North and South Goa district magistrates issued another order to managements of hotels and those providing accommodation not to admit any guests without verifying the photo identity proof.
In its order under Section 144 of the CrPC, North Collector Nila Mohanan has asked owners of cyber cafés to strictly prohibit the use of their cafés by unidentified persons. “Those who fail to establish their identity through government-issued identity cards have been disallowed to use the system,” the order reads. 
The establishments have also been asked to compulsorily maintain a register to record the user’s identity.
 and ensure it is in the user’s handwriting. Details such as name, address, telephone number and identity proof are to be written down in the register. 
“The visitor/user shall also sign the register. The owners of the cyber cafés and Wi-Fi equipped buildings should preserve activity server log for at least six months. They should also ensure that CCTV cameras are installed at the entry point, and the recordings are preserved for 30 days. Any suspicious activity should be informed to the police station,” states the order that came into force from Tuesday till a period of 60 days on August 21.
Goa Police have also stepped up security across the State, including at border check posts and 47-odd vital installations. The IB had last Friday warned of imminent attacks on Israeli nationals and installations by Al-Qaeda. The alert, though covering all States particularly covers Maharashtra, Goa, Delhi and Himachal Pradesh.
An order issued separately by two district magistrates asks the owners/management of all hotels, lodging and boarding, private guesthouses, paying guest accommodation, temporary residential accommodation of all religious bodies to prohibit any visitors to check-in without providing any government-issued identity proof.
Likewise, no landlord should rent out property without ensuring its guest submits all details, which are then forwarded to the police stations for verification. The police department has been instructed to register cases against those violating the order.
While the South Goa district magistrate’s order came into effect from June 10, 2015 and will be in force for a period of 60 days, the North Goa district magistrate’s order is effective from June 23 to August 21, 2015.
